Professor Michael Oladimeji Faborode was the immediate past he earns the nickname However Vice Chancellor of Obafemi Awolowo University (OAU) Ile Ife and now the Secretary General, Association of Vice Chancellors of Nigerian Universities (AVCNU). In this Interview with our Correspondent, Gbenga Faturoti, Faborode speaks on the roles of the association in promoting university education standards, university ranking, funding of research and other sundry national issues regarding university system. Excerpts:
What is the distinction between the Committee of Vice Chancellors and Association of Vice Chancellors?
Let me say basically that the committee of Vice Chancellors which is now the Association of Vice Chancellors has been in existence since 1962 when four universities were added to the University of Ibadan. That is University of Nigeria, Nsukka, Ahmadu Bello University, Zaria, University of Ife now Obafemi Awolowo University and University of Lagos. These are the pioneer members of the committee of Vice Chancellors (CVC). The Vice Chancellors used to compare notes and things were moving well then.
Later, when Abuja became the Federal Capital, the office of the Committee of Vice Chancellors (CVC) moved to Abuja. So, as new universities came, the scope became expanded and it has now been changed to Association of Vice Chancellors of Nigerian Universities catering for all the 144 Universities in Nigeria comprising federal, states and private Universities.
So, when people ask me what is the Association of Vice Chancellors, I now draw an analogy between the
professional association and registered bodies by government. For example, in Medicine, we have the Nigeria Medical Association (NMA) and Medical and Dental Council in Nigeria (MDCN) which is the regulatory body.
In law, we have the Nigerian Bar Association (NBA) and Legal Council of Nigerian and in Engineering we have the Nigeria Society of Engineers (NSE) and Council of Registered Engineers (COREN). So, people want to know the difference between the Nigeria Universities commission (NUC) and Association of Vice Chancellors of Nigerian Universities.
The NUC is the government regulatory body established by the law of federation but the Committee of Vice Chancellors or Association of Vice Chancellors is like the NMA, NSE or NBA.
The Committee of Vice Chancellors is the Association of likeminded Vice Chancellors who like to meet and compare notes and help one another to develop the educational system.
It is even beyond the shores of Nigeria; hence, we have
Association of Commonwealth Universities. The Association is not catering for the Vice Chancellors alone but the Nigerian university system. The universities have different challenges.
That of federal universities is different from those established by the state governments and private individuals or groups. What binds them together is the mission, it is a tripartite mission. That is teaching, research and community service, though the depth of each university depends on their age, financial muscle and size.

Only very few private universities can run courses in medicine and Engineering because these are courses requiring heavy investment. Only few state universities are also running medicine. So, everybody meets under the aegis of the Association of Vice Chancellors.
What role has the association played in ensuring smooth running of universities in Nigeria?
When a Vice Chancellor is appointed from either within or without, he should be conversant with the system in the university.
For example when a lecturer is appointed in a university, he should be able to know the norms or things the university subscribes to; what is the vision of the university? For instance, OAU is noted for learning and culture. We believe in learning for a student to be able to stand on his own. It is the milieu of our culture. The Vice Chancellor must work towards attaining the culture of his institution. He should work for a common goal.
So, when a Vice Chancellor is appointed for a university he must be conversant with the goals and the challenges facing the institution.
He should know what the university must do as an ivory tower and things that must not happen in the system. So such orientation is very important for new
appointees. So, we have people who have gone through the system and they would serve as resource persons who are in higher education who have an idea of what the administration of a university should be.
Has the association played any role in restoring the programmes of the University of Abuja which was suspended by the NUC?
Actually, it is not the NUC that suspended the programmes of the University of Abuja. It is the Minister of Education using the oversight function that she has. I think events have moved on and both sides have realised that the university must run properly. The university is in the Federal Capital Territory and it is a symbol like the University of Nigeria.
It is the closest to the National Assembly and if a visitor is entering the country and wants to know what a university in the country looks like, the first point of call is the University of Abuja. So, to that extent, all of us are very concerned about what is happening to the university.
So, University of Abuja must be run properly. We are working with the Vice Chancellor to ensure that the best practices operates in the system and all the distractions should be removed. I think things are moving fine now and very soon, we will say that we are very proud of the University of Abuja.
What is the association doing to improve the ranking of the universities in Nigeria against the backdrop of ranking them among the world universities?
The Association is generally concerned about the state of universities in the country, not only on the issue of ranking but realistically what we see as the hallmark of universities in Nigeria compared with the hallmark of universities generally all over the world, there is a wide gap.
Just in the upper week, we were in South Africa attending a specialised workshop on how to strengthen African Universities to climb up the ladder of universities ranking. The first thing is what are the parameters used and what the common problems are.
We discovered that universities are generally ranked on the strength of their academic offering, the quality of their staff, the quality of their graduates and this is based on the quality of their teaching and the quality of their research.
