But he advised: "We have little time before the window of opportunity to stay within 2C of warming closes.
"To keep a good chance to remain below 2C, and at manageable prices, our emissions should drop by 40% to 70% globally between This year and 2050, falling so that you can zero or below by simply 2100.
"We have that opportunity, and the choices in our hands."
