| In what has been described as a welcome move, the Minister of Labour Dr. Nanda Gopaul has promised members of the Paradise Multipurpose Cooperative Society (PMCS) to provide whatever assistance he can to those persons who qualify for a housing loan.The Paradise Multipurpose Coop Society administers the affairs of the Paradise (Dazzell) Housing Scheme.Dr Gopaul was the special guest at a meeting called by the Chief Cooperative Development Officer, Mr. Kareem Abdul-Jabar to allow members of the Society to ventilate their concerns on the state of the PMCS.Last Sunday’s meeting was chaired by community advocate Patrick Mentore who in his presentation reported that the Paradise Housing Scheme which falls under the ambit of the Society lacked certain facilities including a recreational or community safe space; a building for the conduct of the Society’s business; and a burial ground.The Chairman in his report observed that the interim body (Interim Management Committee) mandated to manage the affairs of the Society was not doing so in the best interest of its members.He noted that when decisions are taken in the name of the people without consultation, an unhealthy climate of suspicion and speculation is likely to develop as is the case of the present situation.One speaker endorsed the Chairman’s report and pointed to the level of attendance as a reflection of members’ frustration with the Interim Management Committee’s conduct of the Society’s business.The member related that the business of the Cooperative Society has always been mired in controversy, primarily as a result of financial mismanagement and misappropriation of funds, and there was consensus that the Society’s affairs need to be audited.It was stated that the Society owes monies to many persons and these debts should be honoured.One pensioner said that in addition to $40,000 for membership shares,http://www.footlockershop.us.com/Adizero-feather/, she paid $1,325,000 from a loan secured from the Dependants’ Pension Fund (DPF) (which she is still repaying) to the Society for a lot with a partially constructed building in Fourth Street, but was forced to sell it to a member of the Interim Management Committee for $400,000 after she was frustrated in her efforts to recover her monies from the Society.The aggrieved member’s claim was confirmed by a former IMC member who said that he knew of a promise made by the IMC to repay the member the sum of $100,000 monthly. The Minister advised that the Society contact the officer who has responsibility for community policing at the Ministry of Home Affairs to address residents’ security concerns, and spoke to the need for community mobilization as a collective, since alienation brings along a host of undesirable features.He gave a commitment to commission a forensic audit of the Society’s affairs as a first step, and to be guided by the members on determining the way forward at a future joint visit with the Minister of Housing and Water.Another sore point revolved around security of persons (particularly attacks on women and children) and property in the community where criminals are on the rampage.This is a direct consequence of inadequate street lighting and lack of cooperation.Residents also identified inadequate drainage as a contributory factor to flooding caused by the slightest rainfall.Dr. Gopaul suggested that the Society look at the GuySuCo drainage system as a good example of how to address the problem of frequent flooding at the slightest rainfall.The minister also asserted that if there is alienation, the community cannot develop. He was dismayed at the level of management oversight which allowed the situation to reach the current stage. He also urged that residents uplift their letters to take to the Guyana Water Inc. so as to access potable water in their homes. |
